Survey is a command that allows a thief to stalk from the shadows.  Using
concentration and tactics, the thief attempts to memorize and predict the
target's movements.  To this end, the thief can almost always land the next
attack on the victim, whether it be a backstab, mug, or strangle.  If the
target is keen in awareness (magical or trained), the thief may be noticed and
attacked upon surveying.  Only one target may be surveyed at a time, and the
effects only last for a very short time.
